Creation of new intervention fails (Swiss Topo 'Geodata provider')

• This bug has been resolved so dispatchers can now create a mission even if Swiss Topo (selected as the geodata provider in the Administration settings) is temporarily unavailable. It would still possible to enter an address or coordinates in the "Place" field and proceed with the mission creation.
